Inside China's Industrial Transformation: Policy, Practice and the Path to Scale

Industrial transformation is central to economic development. Amid geopolitical fragmentation, rapid technological breakthroughs and an accelerating global climate agenda, this transformation is entering a new and increasingly complex phase. Its success will depend on the ability to continue delivering economic growth while building an inclusive, sustainable and resilient future.

Written in collaboration with the Energy Development Research Institute of China Southern Power Grid, this white paper, Inside China’s Industrial Transformation: Policy, Practice and the Path to Scale, outlines China’s multi-tiered policy framework for industrial transformation, providing systemic guidance for other economies. It presents case studies from five industrial parks and 12 enterprises, illustrating how to advance digital empowerment, accelerate greening and decarbonization, and strengthen integration and collaboration.

Progressing gradually, implementing multidimensional innovation, integrating with external markets and diffusing benefits across regions and sectors will position economies to achieve economic growth, industrial expansion, environmental improvement and job creation.
