Francisco has been a researcher, advisor, consultant, policy-maker and teacher during five decades. He chaired the UN Advisory Committee on Science and Technology and the Peruvian Fund for Science and Technology, and has been Chief of Strategic Planning at the World Bank, visiting professor at the Wharton School, founder of two leading Peruvian think tanks, and Board member of several international organizations. He has published many books and academic papers.
