Ayumi Moore Aoki is an entrepreneur and tech diplomat working at the intersection of technology, diplomacy and international development. She is Founder and President of the Tech Diplomacy Global Institute and Founder and CEO of Women in Tech® Global, both headquartered in Paris.
The Tech Diplomacy Global Institute, is a neutral platform that convenes governments, international organizations and technology leaders, and builds diplomatic capacity for the digital age. In 2025 it launched the Samarkand Declaration on Tech Diplomacy, unveiled alongside UNESCO's 43rd General Conference, opening an international process toward universal adoption of tech diplomacy by 2030. She is the author of the Global Technology Diplomacy Report 2026, a comparative study of technology diplomacy across more than twenty national and regional contexts.
Women in Tech® Global is active in over 70 countries with a community of more than 500,000 members, working toward the goal of empowering five million women in STEAM by 2030. Its four pillars are education, business, digital inclusion and advocacy, and it partners with UN Women, the World Economic Forum's EDISON Alliance and governments including France, Cabo Verde, Burundi, the United States, Uzbekistan and Malaysia.
She is a member of UNESCO's International Consultative Group of Experts for Closing the Gender Gap in Science, a Council Member of the World Economic Forum's Global Future Council on Advanced Manufacturing and Value Chains, and a member of the Advisory Board of the Global Center on AI Governance. Her doctoral research at École des Ponts Business School examines the institutional design of tech diplomacy.
Born in Brazil to a Brazilian mother and Japanese father, she spent her formative years in South Africa during apartheid. She began her career in technology in 2008 as a self-taught coder and founded Women in Tech® Global in 2018. She lives in Paris and is a mother of four.
