As an Advanced Senior Researcher at the International Cooperation Center of the National Development and Reform Commission (ICC-NDRC), Dr. XIE’s main research fields are China's Opening-Up and Cross-boarder Investment Policy, including regional coordination and open development, "the Belt and Road Initiative" and overseas investment, international economic and trade investment rules, international cooperation in the digital economy, China-US trade and investment cooperation, etc. She has long-term tracked and investigated Cross-board investments of Chinese central enterprises, local state-owned enterprises and key private enterprises.
In the past 11 years, She has been engaged mostly in policy-making based researches and implementation of international cooperation mechanisms between NDRC and Investment Department of other countries, and have accumulated rich professional knowledge and practical experience related to international investment cooperation. Many of her works have been demonstrated in the programmatic documents or important achievements of bilateral and multilateral high-level mechanisms such as the Belt and Road Forum for International Cooperation, China-ASEAN Expo, China-Arab States Expo, and Lancang-Mekong Leaders' Meeting.

Presided more than fifty major research projects entrusted by the ministries or local governments of the PRC. The topics cover national development strategies and macro policies, major regional economic development strategies, evaluation of China's regional opening-up, "the Belt and Road Initiative" and international Industrial cooperation, Chinese enterprises' outbound investment, development of overseas industrial parks, China-ASEAN industrial cooperation mechanism, Lancang-Mekong Industrial cooperation and connectivity, China-Japan-South Korea industrial and investment cooperation, China-Mongolia mineral energy and connectivity, China-Arab investment cooperation, docking and negotiation of international economic and trade rules, and construction of the Digital Silk Road.
Participated in several policy making processes related to China's opening-up and overseas investment at the national and provincial levels . Presided over or participated in tens of policy-making investigations or projects related to opening-up during the "13th Five-Year Plan" and "14th Five-Year Plan" periods. Relevant works have received more than ten affirmative instructions from national or ministerial-level leaders. Won the honor of excellent research of the National Development and Reform Commission three times.
Published more than thirty articles in domestic core media or journals such as "People's Daily", "Qi Zhi", "Globalization", "Macroeconomic Management", "Outlook", "China Economic & Trade Herald", "China Foreign Investment", etc.She has been invited to express comments on media like CCTV etc. She independently published a book titled "Story of High-level Overseas Investment of Chinese Enterprise", and presided over or participated 3 other books like "40 Years of China's Opening-up", "Research on China's Regional Opening-up Index", and "National Development Strategies and Macro Policies". The book "40 Years of China's Opening-up" was highly appreciated by the public and won the honor of "30 Good Books of 2018" from the China Publishing Association, "Exquisite Teaching Materials in the Fourth National Party Member Education and Training Materials Display and Exchange Activity" from the Organization Department of the CPC. It was also published overseas and the versions in English, Arabic, Vietnamese and other languages have been or will be released.

"Story of High-level Overseas Investment of Chinese Enterprise"(2022), Sole author. This book focuses on discussing the theoretical and practical logic of Chinese enterprises' outbound investment, proposed a framework of multinational corporations, home countries, and host countries for understanding enterprises' outbound investment activities, and introduces basic facts and development trajectories of four major fields,including resources and energy, infrastructure, manufacturing, and digital economy,and finally gives suggestions for promoting high-level overseas investment for China in future.
"40 Years of China's Opening-up"(2018), First author. (English version was Published by GALE in 2020 in Singapore"). This book introduces the basic course, major policies and main achievements of China's opening-up from 1978 to 2018, and deeply analyzes the historical experience in six key fields which are regional opening-up, international trade, utilization of foreign capital, outbound investment, financial opening-up, and participation in global governance and give summaries and suggestions for future.
"Research on China's Regional Opening-up Index"(2016), First author. This book is the first monograph in China to discuss the opening-up situation of various regions in China by constructing an index. By systematically combing globalization and regional opening-up theories and drawing on international and domestic open economic evaluation models, it constructs a China regional opening-up index covering three dimensions of economy, technology and society to comprehensively measure the opening-up level of various cities and regions in China.
