Vera Oliveira is a Brazilian social entrepreneur and the Founder and Executive Director of Instituto C – Criança, Cuidado e Cidadão (Child, Care and Citizenship), based in São Paulo. Since 2011, the organization has supported more than 30,000 people, working with families with children and adolescents facing social vulnerability. Its comprehensive care methodology guides families through public service networks and social protection programmes, strengthening their autonomy, support networks and access to rights. Today, this methodology is also used by private companies and other organizations across Brazil. Instituto C has been recognized among Brazil's 100 Best NGOs for nine consecutive years.

Vera holds a Master's in Public Policy from Insper and is an advocate for placing care at the centre of Brazil's development agenda. Before founding Instituto C, she worked in market research at IBOPE Inteligência and Ipsos, an experience that fuelled her passion for understanding people's needs and stories.
