Oluwatobi Oseni

Oluwatobi Oseni is the Co-Founder/CEO of Payshiga Technologies, a cross-border fintech company powering seamless digital finance and trade across Africa. Under his leadership, Payshiga has launched innovative solutions, one of which is Ojah. This cross-border commerce platform enables African businesses to trade easily across borders, supporting the goals of the African Continental Free Trade Area (AfCFTA). Payshiga operates in over 12 currencies, helping companies to process payments, access e-commerce infrastructure, and scale internationally through embedded finance and card-based infrastructure.

Before Payshiga, Oluwatobi co-founded OseGames, where he built Nigeria’s first VR game development studio in 2017 and published two games, including Yola, a dirt bike game that brought local narratives into immersive gameplay.

As a seasoned learning specialist and policy advisor, Oluwatobi has driven digital equity and inclusive education initiatives across Africa. Through the #Code2Earn program, he has trained over 26,000 individuals in coding and essential digital skills for the modern economy. He has worked with global institutions such as the United Nations Educational, Scientific and Cultural Organisation (UNESCO), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Code.org, Facebook (now Meta), Microsoft Nigeria, and the Abuja Chamber of Commerce and Industry (ACCI).

He most recently served as Policy Advisor on Technology and Education in the Governor’s Office in Imo State, Nigeria, where he led the integration of digital learning across the state's education system. During the COVID-19 pandemic lockdown, Oluwatobi co-founded Policy Shapers, Nigeria's foremost policy advocacy organisation, driving policy education among the people.

Oluwatobi is a Chevening Scholar, holding an MA in International Education and Development from the University of Sussex, where his research focused on the use of assistive technology for inclusive education in the Global South. He is a Mandela Washington Fellow of the U.S. Department of State, and currently serves as Thematic Lead of the Human Capital Thematic Group within the Nigerian Economic Summit Group (NESG) Community of Practice on Youth.

Recognized as a designated expert by UNESCO’s Inclusive Policy Lab, he is also a Clinton Global Initiative University Scholar and an active contributor to Chatham House’s Common Futures Conversations, where he engages in high-level policy dialogues.

Across education, finance, and digital policy, Oluwatobi is deeply committed to leveraging technology as a catalyst for inclusive economic transformation across Africa.
