Luke Goh

Chief Executive Officer, National Environment Agency, Ministry of Sustainability and the Environment of Singapore

Mr Luke Goh is the Deputy Secretary (Trade) at the Ministry of Trade and Industry, Singapore. The Ministry of Trade & Industry promotes sustained and inclusive economic growth to create good jobs and support high standards of living for Singaporeans.

As Deputy Secretary (Trade), Mr Goh is responsible for Singapore’s trade and external economic relations. This includes the negotiation and implementation of free trade agreements with Singapore’s key trading partners, as well as promoting Singapore’s interests at regional and multilateral fora such as ASEAN, APEC and the WTO.

Prior to this, he was Senior Director, Public Service Division and concurrently Institute Director, Institute of Governance and Policy in Civil Service College, Singapore. He has also held various roles in the Ministry of Health, and is a Board member of Enterprise Singapore as well as the Maritime and Port Authority of Singapore.

Mr Goh started his public service career at the Monetary Authority of Singapore. He was privileged to serve in a range of central bank functions including as Executive Director of the Monetary and Domestic Markets Department, responsible for monetary policy implementation, banking system liquidity and government debt issuance.

He met his soul mate in Cambridge University where he read law. They are happily married with three children.
