David Weller

Director, Economic and Trade Policy, Google Inc.

David Weller is DIrector of Economic Policy at Google, where he manages Google’s policy work on trade, tax, competition and other economic issues. Prior to joining Google in 2013, he was a partner at WilmerHale, where he advised technology and other clients regarding impediments to accessing foreign markets, in international dispute settlement proceedings, and on trade policy issues.

David previously served as Deputy Assistant US Trade Representative for China, Hong Kong and Taiwan as well as USTR Assistant General Counsel. He was USTR’s chief legal advisor on China trade issues; chief lawyer for negotiations of free trade agreements with Morocco and Bahrain; and lead counsel in WTO dispute settlement proceedings with the EU regarding US copyright law.

David has worked and lived in China, Hong Kong and Vietnam. He is a graduate of Harvard College and Columbia Law School, where he was an editor of the Columbia Law Review. He clerked for Judge Miriam Goldman Cedarbaum, U.S. District Court for the Southern District of New York.
