Cheri McGuire

Chief Technology Officer, SWIFT

Ms. McGuire is a technology and cyber security leader with over 30 years in strategy, policy, operations and risk, and spanning the financial, IT, consulting and government sectors. She joined SWIFT in August 2021 as Chief Technology Officer with responsibility for the Technology Platform organization comprised of nearly 1,000 team members who deliver resilience, security and trust across the functions of: Production Operations; Platform, Tooling and Enterprise Services; Network, Cloud and Data Center Operations; Cyber and Physical Security; and Business Continuity and Crisis Management. She is a member of the SWIFT Executive Committee and the SWIFT Board Technology and Production Committee.

Prior to SWIFT, she served as Managing Director and Group Chief Information Security Officer at Standard Chartered PLC in London. Previously she served as a Vice President at Symantec, Director for Critical Infrastructure and Cyber Security in Microsoft’s Trustworthy Computing Group, Director of the U.S. Department of Homeland Security National Cyber Security Division/US-CERT, and Program Manager at Booz Allen Hamilton.

She has extensive experience contributing to industry boards and public-private initiatives, currently serving as a non-resident scholar at the Carnegie Endowment for International Peace, on the Monetary Authority of Singapore International Cyber Security Advisory Panel, and on the Board of the Cloud Security Alliance. Before joining SWIFT, she also served on the Board of Directors for Entrust Corporation, and the Advisory Boards for Tenable, Security Scorecard, Garrison and X-Analytics Corporations.

Previously she served on: the World Economic Forum Global Future Council on Cybersecurity, the Industry Executive Subcommittee of the President’s U.S. National Security Telecommunications Advisory Committee, the Europol Advisory Group on Financial Services, The George Washington University Center for Cyber and Homeland Security Board, National Cyber Security Alliance Board, and UK Cyber Defence Alliance Board.

Ms. McGuire is a frequent presenter on technology risk management and resilience, information sharing and partnerships, and cybercrime, and has testified numerous times as an invited expert witness before the U.S. Congress.

She holds an MBA from The George Washington University and a BA from the University of California at Riverside.
