Caroline Malcolm

Executive in Residence, Global Digital Finance

I’m an executive leader, board advisor, and keynote speaker with nearly two decades of global experience at the intersection of technology, policy, and strategy. From advising governments and building international partnerships to scaling teams in high-growth tech, my focus has always been the same: solving complex problems that matter — with integrity, creativity, and impact.

📚 Originally trained as an international tax lawyer, I’ve spent my career working across borders and sectors — from the G20 and OECD, to data analytics firms, regtech and AI ethics labs. I’ve led teams designing practical, scalable solutions to some of today’s most urgent issues: the future of digital assets, international cooperation in a fragmented world, and the role of emerging technologies in shaping society.

💥 What motivates me is building things that last — whether it’s the Tax Inspectors Without Borders initiative (now operating in nearly 50 countries), or the OECD’s Global Blockchain Policy Centre, which I founded and led through their first formative years. I enjoy bringing together unlikely collaborators, turning ideas into systems, and making policy accessible to both decision-makers and citizens.

👩‍💼 Currently, I serve as a board advisor, and am an executive in residence at Global Digital Finance at. I’m also working on a forthcoming book chapter, exploring the international cooperation aspects of how we govern technologies that move faster than our rules.

💼 Previously, I was Global VP of Policy at Chainalysis, where I helped build trust in digital finance through data and cross-sector cooperation. I’ve also contributed to global security conversations through the Institute for Security & Technology’s Ransomware Task Force and have co-chaired international fintech working groups, including at the Financial Stability Board.

📣 I’m also a regular speaker at global events such as the Singapore Fintech Festival and Global Fintech Fest (Mumbai) - both with more than 50K attendees, as well as closed-door events, sharing insights on the future of fintech, data-driven business models, and policy-informed business strategy. My audiences range from founders and business leaders to central banks, regulators and senior officials shaping the next wave of supervision and innovation.

💡 Recognised as a Young Global Leader by the World Economic Forum, I believe in leadership that is principled, inclusive and forward-looking — especially in times of rapid change.
