Dr. Victoria Lee is a visionary leader dedicated to creating healthier people, stronger communities, and a more sustainable planet by transforming systems through innovation, integration and collaboration.

As President and CEO of Fraser Health Authority, one of Canada’s largest and most diverse health systems, Dr. Lee oversees care for more than two million people. Under her leadership, Fraser Health is on an ambitious journey to shift from a traditional sickness-care model to one that prioritizes prevention, proactive care, and precision wellness. Her tenure has been marked by bold initiatives such as a planetary health strategy with 14 years of carbon neutrality, a groundbreaking digital twin project, and over $15 billion multi-year capital investments.

Dr. Lee’s contributions extend beyond healthcare. She serves as Special Advisor to the Director of the Johns Hopkins Berman Institute of Bioethics and advises startups pioneering in innovative technologies. Her global perspective has been shaped by her work with organizations like the United Nations Development Programme (UNDP) and the World Bank, as well as her frontline medical experience in underserved communities in Brazil, Zambia, and beyond.

Dr. Lee holds a medical degree from the University of Western Ontario, a Royal College Fellowship in Preventive Medicine from the University of Toronto, and advanced degrees in Public Health and Business Administration from Johns Hopkins University. She is a committed advocate for equity, innovation, and sustainability, contributing to the World Economic Forum’s Edison Alliance, Digital Health Executive Board and on the boards of CARE Canada, the Digital Supercluster, and the Public Policy Forum.
