Dr. Bushra AlBlooshi is a globally recognized expert and visionary leader, shaping the future of digital transformation through her extensive leadership in international and national initiatives. Her unique ability to bridge strategic vision with practical implementation, coupled with her deep understanding of emerging technologies and policy development, makes her an invaluable asset. Dr. AlBlooshi is passionate about driving innovation, fostering collaboration, and empowering organizations to thrive in the digital age.
Dr. AlBlooshi's international expertise is widely acknowledged, with selections by the World Bank to lead the Cloud Computing Working Group, recognition by the ISC2 CEO for global contributions, and representation of the UAE in the World Economic Forum Global Future Councils (as the first Arab woman on the Cybersecurity Council). Her global impact includes championing digital professional licensing unification, contributing to the G20 digital agenda, and participating in outlining many strategic reports. Dr. AlBlooshi was also the first Arab mentor in the ITU mentorship program and has been invited as a speaker at numerous prestigious international conferences, including the Internet Governance Forum, Geneva Dialogue, and OECD conferences. She is an advisory member in several international task forces, including WEF Quantum Economy, TradeTech, Cyber Resilience, Cyber Skills, AI, and Cyber.
Nationally, Dr. AlBlooshi has been driving key strategic intiatives in digital transformation within the UAE, leading the implementation of the Dubai Cybersecurity Strategy since 2017. Her contributions extend to key national and emirate-level initiatives such as UAE Digital Identity (UAE Pass), Dubai Open Data, Invest in Dubai, UAE IoT Policy, Dubai Digital Skills Strategy, Dubai R&D Agenda, and Dubai Digital Policies and Regulations Roadmap. A pioneer in the field, she has developed first-of-their-kind regulations in the Middle East and led the foundation of the Dubai Cyber Innovation Park.
Dr. AlBlooshi has held key leadership positions and actively participates in numerous advisory boards and committees at both national and international levels. These include the World Economic Forum's Global Future Council on Cybersecurity, UAE AI Committee, UAE Cybersecurity Committee, UAE IoT Committee, G20 Digital Agenda Committee, and the Global Conference on Cyber Capacity Building Advisory Committee. She also serves on university advisory boards (HCT, University of Dubai, Khalifa University, Sharjah University and Zayed University).
Dr. AlBlooshi holds a PhD in Electrical and Electronic Engineering, a Master's in Information Security from Khalifa University, and a Master's in Public Administration from the Mohammed bin Rashid School of Government in collaboration with Harvard University. Her research interests include cloud computing, cybersecurity, digital forensics, and cryptography. Dr. AlBlooshi holds two US patents in memory forensics and cloud security.
