Kat Duffy

Senior Fellow, Digital and Cyberspace Policy, Council on Foreign Relations

Kat Duffy is a senior fellow for digital and cyberspace policy at the Council on Foreign Relations, where she leads research on the governance and deployment of artificial intelligence, digital rights, and the intersection of technology and democracy. With over two decades of experience spanning the U.S. State Department, United Nations, civil society, and the private sector, she has overseen digital rights, digital security, and open source software development in more in more than 90 countries. Duffy previously directed the Task Force for a Trustworthy Future Web at the Atlantic Council’s Digital Forensic Research Lab and is the founder of RightsDuff Strategies, a boutique advisory firm. She is currently a member of the World Economic Forum’s Global Futures Council on Geopolitics. A frequent speaker on technology and its societal implications, her work has been published in outlets such as Foreign Affairs, Foreign Policy, and US News and World Report. Duffy holds degrees from Yale University and the University of Michigan Law School, and has lived and worked across South Africa, Colombia, Cuba, and Tunisia. She currently resides in Washington, DC.
