Scaling Investment in EV Charging: A Policy Roadmap for Cities

Electric vehicles (EV) will play a pivotal role in the transport sector’s transition to zero emissions. While global sales are surging, in many cities the development of publicly-available charging infrastructure is not progressing quickly enough to meet this growing demand. This paper offers a strategic policy roadmap that city governments can use to scale investment in EV charging infrastructure.

Emphasizing on the crucial role of public-private collaboration in creating robust and resilient charging networks, this paper zeros in on four action areas: strategic planning; policies and regulation; data; and grid capacity and access to electricity. It outlines the key interventions that city governments can make to foster an attractive environment for EV infrastructure investment.
