The Hong Kong Harbourfront Commission plays an advocacy, oversight and advisory role in the envisioning, planning, urban design, marketing and branding, development, management and operation of the harbour-front areas and facilities on a continuous and ongoing basis; exercises overall coordination and monitoring of harbour-front planning, urban design, development and management to ensure effective integration of these major aspects; and fosters and encourages the development, management and maintenance of the harbour front through contractual entrustment and partnership arrangements with the private sector.
