UN advisor on issues of combating corruption and government procurement. He is a member of the ACAD (Anti Corruption Academic Initiative) of the Office of the United Nations Office on Drugs and Crime and member of the Faculty of Law IACA (International Anti Corruption Academy). He graduated in law from the Autonomous Technological Institute of Mexico (ITAM) and an MA in Latin American Comparative Politics at the London School of Economics (LSE). Currently he teaches Constitutional Law and Administrative Law at ITAM. He is the author of the book "Fighting corruption, steep in Mexico task." He was Under Secretary for Public Procurement and Administrative Responsibilities, which is the last post he held in a 12 year period as a public servant.
He drafted the citizens initiative that gathered 634 thousand signatures to become the new Administrative Responsibilities Law, and was part of the drafting team that wrote the other 6 laws that created the new National Anticorruption System in Mexico.
